The idea was born in 1996 by theEgyptian Government request submitted tothe Government of Japan for the technical cooperation to establish a training center with the aim of the human resource development in trade issues and business in accordance with the provisions of the agreement on technical cooperation between both Governments signed in Cairo on 15th June 1983.

In 1999 H.E. President Hosni Moubarak visited Japan for trade promotion and discussing the announced “Japan - Egypt Partnership Program” which included the establishment of Foreign Trade Training Center in Egypt on the basis of JICA schemes. MTI representing the Egyptian Government and JICA representing the Japanese Government worked since then as a team for project formulation and conducted a needs survey for foreign trade training in Egypt.

The survey results proved the need of specialized organization for export marketing training due to the fact that one of the major obstacles to export development is the lack of qualified personnel coupled with insufficiency of training opportunities in export market techniques.
